What is the Philippine Salary Grade of 2023?
Basing on one’s job difficulty and range of responsibilities, every government position is assigned a salary grade. The wider the scope of responsibilities, and the more difficult the job, the higher the number. Hence, the ones with a higher salary grade will receive a higher pay than others.
A salary grade (SG) is an indication that defines your monetary income that a government employee earns. In the Philippine Salary Grade of 2023, the salary grade runs from 1 to 33, making 33 with the highest income.
Government positions according to their salary grade:
- Constitutional officials/Executive category.
The President of the Republic of the Philippines, as the country’s highest – ranking government official has the highest salary grade.
Appointed or elected officials hold the highest positions in the government and are thus assigned the salary grades accordingly.
- Professional supervisory.
Job roles that require extensive technical knowledge on their related field that requires a bachelor’s degree or higher are assigned to a higher salary grade. Examples of such positions are Director II, Senior Vice President. Engineer IV and Elementary School Principal I.
- Professional non-supervisory.
Employees with positions of the non-supervisory category such as the University Professor, Chemist I, Tourist Receptionist I, Municipal Treasurer, Teacher I and Statistician I that needs a practice of a precise profession or in-depth knowledge in the arts or sciences are assigned salary grades 8 to 30. Such positions are graduates of a four–year course.
- Sub-professional supervisory.
Examples of positions in this category are:
- Chief Bookbinder
- Bookbinder IV
- Electrician Foreman
Their positions require vocational education, completion of up to two years in college or secondary education.
- Sub-professional non-supervisory.
Manual, repetitive or routine work and are elementary/high school/vocational graduates or college undergraduate workers are assigned to salary grades 1 to 10.
The Salary Standardization Law of 2019.
Yearly increase and additional benefits to government employees in the Philippines are granted from January 1, 2020 until 2023. It Is called the Salary Standardization Law (SSL) of 2019. This is inclusive of the following:
- Allowances
- Performance – based incentives
- Basic pay per salary grade and step
- Benefits
SSL is the 5th law that enforces salary increase for government workers. It is also called the Salary Standardization Law V. With this law, salaries are standardized across all agencies for the government employees. It also helps to eliminate the need for employees to make salary negotiations with HR or their superiors.
In addition, this would promote excellence, accountability and efficiency among its employees.
Who is covered by the salary increase?
Pay hikes under the Salary Standardization Law apply to all civilian government workers with regular, contractual, or casual status—whether full-time or part-time—in the following offices:
- LGUs, including barangay personnel, receiving monthly honoraria
- Constitutional Commissions and other Constitutional Offices
- Executive, legislative, and judicial branches
- Government-owned and controlled corporations (GOCCs) not covered by Republic Act 101492;
Who is exempted from the SSL?
The following groups are NOT covered by the salary increases mandated by SSL:
- BJMP
- Job order workers
- Philippine Coast Guard
- Philippine Public Safety College
- National Mapping and Resource Information Authority
- Consultancy or any contract with no employer-employee relationship
- Military and uniformed personnel, including Police Officer I in the PNP
- Private in the Department of National Defense, and equivalent ranks in the BFP
- GOCCs under RA 10149 (They have their own Compensation and Position Classification System)
